The Assistance to the Ukrainian Authorities for Establishment of National Transport Model and Master Plan
The assignment has been awarded to the consortium EGIS-A+S. The main aim is to contribute to the development of a safe and sustainable transport sector in Ukraine. Specifically, consistent with the National Transport Strategy it will develop a National Transport Model (NTM) and a National Transport Master Plan (NTMP) for Ukraine.
T-MODE modeling experts have been sub-contracted by EGIS to support the development of National Transport Model of Ukraine.
The NTM and NTMP cover all transport modes, in all of Ukraine, except for urban transport in the cities.
This results of this project will serve provide the tools to support policy making and investment planning in the transport sector and contribute to achieving the following objectives:
- Ensure the mobility of people and goods at the best possible social and safety conditions and in accordance with environmental and climate change requirements;
- Ensure the planning of high-quality transport infrastructures with acceptable economic terms;
- Ensure optimal capacity utilization of existing infrastructure, promoting operational harmonization between different transport modes;
- Reorganise institutions involved in national transport planning and improve coordination among them. According to the Terms of Reference (ToR), the project has six components:
- Data (including surveys) collection and analysis to diagnose the current transport systems and identify problems and improvements;
- Establishment of a national multi-modal transport model;
- Development of national transport master plan;
- Assistance for the implementation of the plan concerning capacity building;
- Pilot implementation of the model and master plan;
- Stakeholders involvement, dissemination and visibility, related to the implementation of this project.
Component 2 of the ToR entails the preparation of a National Transport Model (NTM) covering all transport modes and sectors, which can be used as a decision support tool for future policy making, investment planning and project preparation. The Transport Model shall be initially developed to represent a Base Year (2018), with two future Do-Minimum (Business-as-Usual) forecast years (2025 and 2030). The transport model shall be used as the basis for problem analysis, for appraisal of the overall Transport Plan, and for testing of individual project proposals where appropriate.
