“General Project Design and Pre-Feasibility Study for construction of Highway E-80 in Serbia (SEETO Route 7): from Kosovo* (administrative crossing Merdare) to Doljevac via Kursumlija - Prokuplje bypass – Zitoradja”, was project project funded by the Western Balkans Investment Framework.

The result of a Pre-feasibility study had establish spatial, environmental, social, financial and economic justification for the investment, to create the basis for making the decision on the investment justification and initiate the procedure for issuing the approvals needed. It will also define the purpose, position, alignment, cross section, capacity, technical, technological and functional characteristics of the motorway, by sections and subsections.

Therefore, the main objective of this assignment was to carry out General Design of alignment variants with Pre-Feasibility Study. The first phase of technical documentation preparation included following tasks:

  • obtaining topographical and other background maps including performing of geodetic work where required,
  • preliminary geotechnical, soil-mechanics and hydrologic analysis and traffic analysis,
  • proposition of geometric and structural characteristics of the road,
  • identifying and designing alignment variants for new motorway sections,
  • estimation of costs between variants and evaluation of construction options,
  • assessment of environmental impacts as preliminary Environmental and Social Impact Assessment Study for alignments will be made.
  • identification of optimal/preferred route alignment,
  • preparation of Programme for Investigation Works necessary for further preparation of Preliminary Design.

Specific objectives were:

  • Analyse the current road corridor, capacities and traffic volumes.
  • Providing arguments for the most suitable technical solution for motorway profile, construction and phasing options, interchanges.
  • Propose a tolling system which will be interoperable with other tolling systems within Serbia and the region.
  • Provide solid traffic forecasts for use in future financial analyses.
