Assistance to the Ukrainian authorities for establishment of national transport model and master plan - phase II, EU funded
The main goal of this project is to support Ministry and Agency in developing a plan for the reconstruction and redevelopment of the transport sector in Ukraine Master Plan for the period after the war is over. The post-war period is divided into two periods; 2024-2025 (Fast Recovery) and then a longer period from 2026 – 2030.
The following results are expected at the end of the technical assistance:
- An updated NTMU that is more user friendly, easier to run, and use.
- Revised technical documentation accompanying the revised version of the NTMU.
- A detailed plan for creating an organizational structure responsible for maintaining, updating and running the NTMU.
- Better qualified and trained staff and institutionally enhanced structure of the relevant stakeholders for transport modelling and planning.
- A methodology for estimating the impact of damage to the transport infrastructure (resulting from war) on the performance of road and rail networks.
- A detailed plan for conducting (in the future) a mobility survey for all of Ukraine.
- A legal framework for collecting the required data (for example, via the mobility survey).
The T-MODE was engaget to provide the services for the following:
- Extend the model beyond the borders of Ukraine, and
- Make the model easier to use.
The goal is to make the model a useful tool for the relevant stakeholders in preparing and planning the post-war recovery of the transport sector in Ukraine. The model, when used properly, can be used, for example, to set priorities about which projects should be undertaken immediately, which projects need to be undertaken but can be postponed to some future time, and what does not need to be restored.
