Within the scope of promoting sustainability in tourism, both a reduction of Montenegro’s carbon footprint and the promotion of sustainable transport options were considered key. The UNDP Montenegro awarded the study in to develop a poly-centric Sustainable Urban Mobility Plan (Poly-SUMP) for the region. The study was done in co-operation with the Municipalities in the Kotor Bay area (Kotor, Tivat, Herceg Novi) and the Royal Capital of Cetinje.

The project was carried out in one phase, using the Poly-SUMP methodology, in order to capture the poly-centric characteristics and needs of the area. Keeping in mind the specific characteristics of the region, such as the strong seasonal transport patterns (due to tourism), as well as the limitations of the transport systems, the Poly-SUMP facilitated the development of a more accessible, safe, secure, clean, environmentally friendly and reliable urban transport system for the area. The plan additionally focused on land and maritime transport, providing solutions for non-motorized and motorized transport modes, as well as to specific issues in regard to gender equality and vulnerable groups.

The study’s outputs supported a regional approach for the area, which addressed shared problems, and simultaneously took into account the particularities and specific needs of each Municipality.

The main challenge was to draw different municipalities and stakeholders together so as to develop a common approach for addressing their specific transport needs, while promoting sustainable transport options for the region and addressing accessibility problems for the residents. This project was considered to be a valuable opportunity for all those involved to overcome barriers and reach a common vision for the future of the area in terms of urban mobility and access.
