The Romanian authorities have requested support from JASPERS in the process of finalizing National Road Transport Model maintained by the technical and scientific unit of NCARI – CESTRIN. In providing such support, JASPERS employed our specialized transport modelling experts. The assignment has been made under Contract No. CC10521 of 26/10/2018 signed between European Investment Bank (EIB), Luxembourg and the T-MODE, Belgrade.

The main objective was to assist NCARI/CESTRIN in the process of preparing a functional and robust national road assignment model, compliant with the requirements for justification of projects for co-financing under LIOP.

As per the TA Terms of Reference (TοR), Consultant has 4 main tasks:

  • Task 1 – Review of model’s main assumptions
  • Task 2 – Review of the demand forecasting methodology
  • Task 3 – Ongoing advice to NCARIConsultant
  • Task 4 – Advice on the fitness for purpose of the new transport model

In the Inception Report, Tasks 1 and 2 have been elaborated and the review of the existing version of NCARI’s National Road Transport Model concerning base year model and future demand models have been presented in detail. As a consequence of this analysis, NCARI’s Consultant and JASPERS’ Consultant put common effort to recalibrate base year model and to establish a more robust traffic forecast model.

This report summarizes all the activities performed during the assignment and outlines recommendation for further model development and data collection, as well as the assessment of updated NRTM. In particular, this report contains:

  • review of the revised model;
  • an overview of model’s main parameters and assumptions;
  • statement on the fitness of the model to be used for justification of major road and motorway projects under LIOP 2014-2020;
  • recommendations on how the model can be improved further;
  • recommendations on CESTRIN’s transport data collection methods (counts and surveys), the use of ITS (automated counters and processing of the data there from), as well as the institutional setup necessary.
