Feasibility Study for the Adriatic-Ionian Road Corridor (Route 1 and Route 2) Montenegro and Albania
In 2016, the indicative extension of the TEN-T Network to the Western Balkans region was officially adopted (EC Regulation 2016/758 amending Regulation No. 1315/2013), including the Adriatic-Ionian Road Corridor (AIC) as part of the Western Balkans Core Road Network.
The project is also included in the Albanian and Montenegrin National Single project Pipelines and consists of a priority project at both national and regional level.
The main objective of the Project is clearly set out in the ToR and well understood by the Consultant:
“to prepare a Feasibility Study (FS) for the Beneficiaries in Montenegro and Albania, and for the potential financing institutions, which they can use to appraise the project and decide on its prospective financing. The FS will be developed in line with international requirements for such studies and the EBRD requirements, including compliance with EBRD Environmental and Social Policy and Performance Requirements 2014, as well as the IPA II Pre-Accession Assistance rules”.
The team of experts chosen for this Project has been carefully selected to provide the necessary combination of management capability and technical know-how to respond to the needs of the ToR and achieve the key objectives:
- To prepare a Traffic Study, including analysis of current traffic conditions and preliminary forecasts (scenario without project) for the Adriatic-Ionian (AI) Road Corridor
- To identify and thoroughly describe all possible Road Corridor/Expressway alternatives
- To prepare traffic forecasts and assignments for the selected AI Road Corridor/Expressway options (scenario with project)
- To assess the Environmental and Social constraints for considered Alternatives based on the baseline information for the AI Road Corridor/Expressway options;
- To assess the AI Road Corridor/Expressway options and select the preferred option;
- To prepare the Conceptual Design, technical specifications and costs, and Tolls for the preferred option;
- To prepare a Financial-economic analysis with CBA and PPP Assessment of the preferred option, with detailed analysis of the potential sustainability of the project results but also institutional and management of the proposed project
- To prepare a draft financing proposal from Beneficiary’s point of view;
- To analyse the Regional Development Potentials (including two layers: national NSPP and regional: Connectivity agenda)
- To prepare a comprehensive plan which specifies indicators for project objectives, results and activities and incorporates required resources, the institutional structure required for project implementation, and stipulates the responsibilities of various bodies, project timing/phasing, estimated costs and a logical framework planning matrix;
- To prepare an Environmental and Social Impact Assessments (ESIA) with outline EMP; Land Acquisition and Resettlements Framework and preliminary Stakeholder Engagement Plan;
- To prepare recommendations for the following steps and any further actions to secure project financing and implementation, for example, the tender documents for the selection of consultancy services.
